          Abstract

          El presente artículo analiza cómo la construcción de una nueva arquitectura institucional del agua en el Perú ha influido en los actores y las dinámicas socio-políticas relacionados con la gestión de los recursos hídricos en la cuenca del río Ica, la cual se encuentra en el ámbito de las regiones de Ica y Huancavelica. El resultado es una serie de desencuentros entre los aspectos formales de la gestión y las prácticas de los actores de la cuenca, expresados en dos procesos que han producido conflictos entre iqueños y huancavelicanos: la construcción de infraestructura de trasvase y la creación del Consejo de Recursos Hídricos de la cuenca del río Ica. En medio de estos procesos de institucionalización y conflicto aparecen nuevos actores y otros que estaban relegados toman mayor protagonismo, produciendo un escenario complejo para la gestión.

          Translated abstract

          This article examines how the construction of a new institutional architecture of water in Peru has influenced the actors and sociopolitical dynamics related to the management of water resources in the Ica River basin, which is found under the influence of the Ica and Huancavelica regions. The result is a series of disagreements between the formal aspects of management and the practices of basin actors, expressed in two processes that have produced conflicts between people from Ica and from Huancavelica: the construction of diversion infrastructure and the creation of the Water Resources Council of the Ica River basin. In the midst of these processes of institutionalization and conflict, there are new actors and others that were formerly pushed to the background who take on greater prominence, resulting in a complex scenario for management.
