Espacio urbano cartonero en Buenos Aires. Aportes etnográficos para analizar la territorialización de políticas públicas de gestión de residuos contemporáneas

Abstract

Resumen Este artículo describe y analiza el modo en que se implementa la recolección de residuos sólidos urbanos secos, a través de la modalidad de campanas, en diferentes espacios de la Ciudad Autónoma de Buenos Aires. Se contemplan las prácticas y vínculos que despliegan los cartoneros y los modos en que participan de la composición de diferentes territorialidades. Para esto, se apela a la experiencia que brindó la práctica etnográfica en dos territorios sobre los que se lleva a cabo esta política pública, en los barrios porteños de Palermo y Balvanera. Se realiza un análisis comparativo para reensamblar las prácticas y vinculaciones en toda una red que se despliega sobre el territorio urbano para la recolección de materiales reciclables.

Abstract Throughout this article, the way in which the collection of recyclable municipal solid waste is implemented through the “bell modality” is described and analyzed in different spaces of the Autonomous City of Buenos Aires, the practices and links that the cartoneros deploy and the ways in which they participate in the composition of different territorialities. For this, the experience provided by ethnographic practice in two territories on which this public policy is implemented is appealed, in the Buenos Aires neighborhoods of Palermo and Balvanera. Starting from the description of the practices and strategies of the collectors, through the analysis of the ethnographic work an attempt is made to account for the centrality of the links and the configuration of the territory when implementing the collection in the urban space. After a description of the field work, in the last part a comparative analysis is carried out to reassemble the practices and links in an entire network that is deployed over the urban territory for the collection of recyclable materials.
