      Ciudades latinoamericanas: la necesidad de ser capaces de gestionar una nueva agenda urbana

          Abstract

          Resumen La crisis surgida a partir de la pandemia de COVID-19 permite, a la vez que obliga, a repensar todo lo que se daba por definido en políticas y gestión en dos sentidos: modifica las agendas públicas, reconfigurando las directrices y planos de acción y, paralelamente, actúa como un revelador de las capacidades necesarias para la gestión de políticas en contextos altamente inciertos. Por lo tanto, constituye una inigualable oportunidad para revisar las agendas de políticas locales y las capacidades necesarias para gestionarlas (Meijer y Webster, 2020; Oszlak, 2020; Mazzucato y Kattel, 2020). Además de una oportunidad, es una exigencia urgente. No parecería haber tiempos en la ciudadanía para nuevas esperas. El artículo propone avanzar en la caracterización de la agenda urbana emergente en América Latina a raíz de las vicisitudes generadas por la pandemia de COVID-19, y de las capacidades públicas para llevarlas adelante. Plantea el estado de situación de los temas de agenda y las capacidades locales en la región e infiere lineamientos para su fortalecimiento. Se apoya en la revisión de la bibliografía de referencia y en información de tipo secundaria. Se aporta una perspectiva vincular, novedosa entre las agendas públicas y las capacidades necesarias.

          Abstract The crisis caused by the COVID-19 pandemic not only allows but also forces the rethinking of everything that was taken for granted as regards policies and management in two ways: it modifies public agendas reshaping guidelines and plans of action and reveals the necessary capacities for policy management in highly uncertain contexts. Therefore, it constitutes a unique opportunity to review local policy agendas as well as the capacities needed to manage them (Meijer & Webster, 2020; Oszlak, 2020; Mazzucato & Kattel, 2020; etc.). It also becomes an urgent requirement since there seems to be no time to meet citizenship’s new demands. The article proposes to advance on defining the emerging urban agenda in Latin America due to the vicissitudes of both the emergency caused by the COVID-19 pandemic and the public capacities to deal with them. It addresses the status of the agenda items and the regional local capacities inferring guidelines for their strengthening. It is based on a review of reference literature and secondary information. A novel perspective linking public agendas to necessary capacities is provided.

          Abstract The paper argues that to govern a pandemic, governments require dynamic capabilities and capacity—too often missing. These include capacity to adapt and learn; capacity to align public services and citizen needs; capacity to govern resilient production systems; and capacity to govern data and digital platforms.

            The Transaction Costs of the Governments’ Response to the COVID‐19 Emergency in Latin America

            Abstract The COVID‐19 pandemic has created a crisis that is challenging national and local governments to innovate in their response to novel problems. Despite similarities to the challenges confronted in developed countries, Latin American governments face these problems amplified by structural obstacles such as social inequalities. These countries need to respond with capacities and resources often limited by spoils systems, as well as social and political polarization. In this context, we provide an overview of some innovative practices happening in Argentina, Brazil, Chile, Colombia, and México. In particular, we concentrate on some salient collaborative efforts in the region. To draw some lessons from these practices, we focus on the formal and informal institutions that facilitate or obstruct collaborations across jurisdictions. Moreover, we discuss our findings in terms of transaction costs for collaboration identified in these experiences.
