LOS TECNÓCRATAS Y LA POLÍTICA EN CHILE: PASADO Y PRESENTE

Abstract

Este ensayo explora la importancia que han tenido los tecnócratas en la evolución política chilena a partir de las primeras décadas del siglo XX hasta el día de hoy. A pesar de su autoproclamado apoliticismo el estamento tecnocrático se ha constituido en un actor estratégico en los intentos de legitimación de los diversos proyectos políticos de este período. Partiendo del debate existente sobre el fenómeno tecnocrático en las sociedades modernas se subraya una serie de características particulares del caso chileno tales como: la gestación de un estamento tecnocrático que antecede al proceso de industrialización; la fuerte vinculación existente entre las clases medias y el auge del ideario tecnocrático en el país, y la existencia de una tecnocracia estatal que ha jugado en diversas ocasiones un rol moderador entre fuerzas políticas y sociales que se enfrentan abiertamente en la lucha por el poder

Translated abstract

This article assesses the importance played by technocrats in the Chilean political process since the early decades of the twentieth century until today. Despite their self-proclaimed non-political orientation several technocratic groups have become key actors in the attempts to legitimate diverse political projects during the period under consideration. Based on the existing debate on the technocratic phenomenon a series of special features of the Chilean case are emphasized, such as: the emergency of a technocratic estate prior to the industrialization process; the strong ties existing between the middle classes and the technocratic ideology and; the moderating role played by the state technocracy to avoid direct clashes among competing political and social forces in the country
