          Abstract

          Cultural diplomacy expanded after World War Two through the establishment of the Cultural Relations Committee in 1949. Educational exchanges were initiated with the formation of the Scholarship Exchange Board in 1957. The latter was set up by agreement with the United States, drawing on US funding provided under the 1948 Economic Cooperation Agreement between the United States and Ireland. In 1991, the Scholarship Exchange Board was succeeded by the Fulbright Commission in Ireland with additional funding from the United States.
